Proud son of a Force Master Chief, Captain Smith hails from Brunswick, Me. and is a 1987 graduate of the Rensselaer Polytechnic Institute. Following nuclear propulsion training and basic submarine school, he reported to USS Omaha (SSN 692) where he completed submarine warfare and nuclear engineer officer qualifications. Smith then reported to Commander, Naval Submarine School as lead Sonar Instructor for the Prospective Commanding Officer and Submarine Officer Advance Courses prior to transition to the Navy Reserve in 1994.
Smith has completed Navy Reserve assignments supporting US Forces, Korea; Submarine Development Squadron 12; Navy Warfare Development Command; Submarine Group 2; Commander, Submarine Forces Atlantic; Submarine Group 8; and Navy Region MIDLANT as the Navy Emergency Preparedness Liaison Officer to the State of Maine. He served in command of three reserve units. Smith mobilized in 2007-2008 to serve as the Director of Theater Security Cooperation as part of Combined Joint Task Force – Horn of Africa. In 2015, he was selected to head the Submarine Culture Workshop Program.
Complementing his uniformed military service, Smith has been a practicing attorney since 1997, working first in private practice at a prestigious northern New England firm and then as in-house counsel for a large East Coast retailer with concentrations in privacy, IT, and government affairs. Smith has also worked as the Chief Information Security Officer for Delhaize America, a top retailer with over 100,000 US associates. He later served as the COO and General Counsel for Tilson Technology Management, a consulting firm with specialties in telecom infrastructure and IT, before launching his own firm: Deer Brook Consulting – a consultancy specializing in technology, information security and privacy.
Smith’s awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and various personal and service awards. He holds a Bachelors of Science in Nuclear Engineering, a Masters of Public Affairs, and a Juris Doctor. He has completed JPME Phase I through the Naval War College and Advanced JPME through the Joint Forces Staff College. He resides in North Yarmouth, Maine with his wife, the former Julie McDonald, and their five children.
